1. Introduction

Welcome to VECERT Foundation. VECERT Foundation is an independent nonprofit organization dedicated to advancing cybersecurity through technology, education, research, public cybersecurity resources, and threat intelligence.

These Terms and Conditions ("Terms") govern your access to and use of the VECERT Foundation website, services, public cybersecurity tools, educational resources, research publications, software platforms, and all related services (collectively, the "Services").

By accessing or using our Services, you acknowledge that you have read, understood, and agree to be bound by these Terms.

2. Mission and Eligibility

VECERT Foundation exists to strengthen digital resilience by making cybersecurity knowledge, technology, education, and defensive resources more accessible to individuals, nonprofit organizations, educational institutions, healthcare organizations, humanitarian organizations, public institutions, and communities worldwide.

By using this website you confirm that you are legally permitted to use our Services, will comply with all applicable laws, and will not misuse any service offered by VECERT Foundation.

Cybersecurity is not a privilege. It is a fundamental right.

3. Acceptable Use

You agree not to use our Services for unlawful purposes or in ways that weaken the security of others.

  • Use our resources to facilitate cybercrime.
  • Perform malicious scanning against third parties.
  • Distribute malware or engage in phishing.
  • Abuse public tools or circumvent security controls.

4. Ethical Use Policy

All technologies developed or provided by VECERT Foundation are intended exclusively for defensive cybersecurity, education, research, threat intelligence, digital resilience, and public benefit.

Any use intended to facilitate cyberattacks, unauthorized surveillance, fraud, extortion, malware deployment, credential theft, or any illegal activity is strictly prohibited.

VECERT Foundation reserves the right to suspend or permanently revoke access to any individual or organization found to be violating these principles.

5. Public Cybersecurity Tools and Analyzer Pro 360

The Foundation may provide free cybersecurity tools including URL analysis, domain reputation, IP reputation, file analysis, IOC lookup, hash lookup, SSL verification, and threat intelligence search. These tools are provided solely for informational and defensive purposes.

Results generated should never be interpreted as legal advice, security certification, or an absolute guarantee regarding the safety or maliciousness of any digital asset.

Analyzer Pro 360 is an advanced cybersecurity platform developed to support eligible organizations in threat detection, investigation, cybersecurity analysis, and digital risk reduction. Access may be granted only to approved organizations under licensing agreements established by VECERT Foundation.

6. Artificial Intelligence, Research, and Educational Content

Certain Services may utilize Artificial Intelligence (AI) to assist with threat analysis, risk scoring, investigation support, data correlation, report generation, and security recommendations. AI-generated information is intended solely as an analytical aid, and users remain responsible for validating findings before making operational, legal, or security decisions.

All research, reports, threat intelligence publications, white papers, and educational materials remain the intellectual property of VECERT Foundation unless otherwise indicated. Users may reference or cite our publications provided that appropriate attribution is given. Commercial redistribution without written authorization is prohibited.

Educational resources are provided to improve cybersecurity awareness and knowledge. Completion of educational materials does not constitute professional certification unless explicitly stated.

7. Donations and Intellectual Property

Donations support the charitable mission of VECERT Foundation and may be used to support research, educational initiatives, technology development, public cybersecurity tools, community programs, and operational sustainability. Unless otherwise required by law or specified by written agreement, donations are non-refundable.

All content available through our Services, including software, logos, trademarks, databases, reports, graphics, publications, documentation, educational materials, and website content, is protected by intellectual property laws. No rights are transferred except those expressly granted.

8. Privacy and Third-Party Services

Your use of our Services is also governed by our Privacy Policy.

Our Services may contain links to third-party websites, APIs, software, or services. VECERT Foundation does not control and is not responsible for the content, privacy practices, or security of third-party services.

9. Disclaimer and Limitation of Liability

All Services are provided on an "AS IS" and "AS AVAILABLE" basis. While we strive to provide accurate and reliable information, VECERT Foundation makes no guarantees regarding accuracy, completeness, availability, reliability, or specific security outcomes.

To the maximum extent permitted by law, VECERT Foundation shall not be liable for any indirect, incidental, consequential, special, exemplary, or punitive damages arising from the use of our Services.

10. Security Reporting, Updates, and Governing Law

We encourage responsible disclosure of security vulnerabilities affecting VECERT Foundation systems. Security researchers acting in good faith may report vulnerabilities through our designated security contact.

These Terms may be updated periodically. The latest version will always be published on this website.

These Terms shall be governed by the laws of the State of Florida and the applicable federal laws of the United States.
